Cullen Boulevard (FM 865) Traffic Engineering
GC Engineering, Inc. (GCE) prepared final designs for traffic signal installations and modifications as part of a design team led by. The work included development of final design plans, technical specifications, and construction cost estimates for new signals and modifications to existing a private client signals for 5 locations at Cullen Parkway.
Work included design engineering for each location and preparation of detailed drawings for review by the City of Pearland and TxDOT. Some intersections included new mast arms, foundations, signals, pedestrian signals, a new controller and cabinet, video detection and associated other materials to complete the installation. Cullen Parkway at Freedom Drive intersection included a signal system for emergency vehicle pre-emption to serve the existing fire station on Freedom Drive as well as police operations at the new Public Safety Building.
Developed traffic volume forecasts for Cullen Blvd for Year 2025 to include impacts of completion of CR-403 widening, McHard Road connection to SH-288, the addition of a signal system to Hawk Road, the revision of the proposed signal at Freedom Drive, and development of high school at Cullen and CR403. Work also included review of TxDOT’s year 2028 traffic forecasts, and providing recommendations to the project team regarding forecasts to be used in City’s Pass-through toll application to TxDOT. To achieve improved traffic flow along Cullen Parkway, GCE proposed that the new signals and existing signals between FM-518 and McHard be interconnected.
GCE also submitted a report on Traffic Forecasts and Analysis which summarized the traffic forecasting methodology and process, future year traffic volumes, and analysis of lane requirements through the project limits.
